Millard E. Tydings papers
Abstract
Millard E. Tydings (1890-1961), a graduate of the Maryland Agricultural College and the University of Maryland Law School, and subsequently a member of the University's Board of Regents, rose through the ranks of Maryland politics to serve with distinction in both the U.S. House and Senate. The majority of documents in the collection are contemporaneous with Tydings' 24 years in the U.S. Senate (1927-1951) and, although there are some personal and business papers, political campaigns and issues are the primary focus of the collection. Significant issues documented include the Philippine Islands; the Committee on Un-American Activities; disarmament; and the need for a balanced budget. Correspondence, committee reports, memoranda, and publications, by Tydings and others, represent the majority of document types.

Historical Note
Millard Evelyn Tydings was born in Havre de Grace, Maryland, on April 6, 1890, the son of Millard F. and Mary B. (O'Neill) Tydings. He graduated early from high school and went on to the Maryland Agricultural College (later the University of Maryland) where he was well known for his debating skills. He earned his B. S. in Engineering in 1910, and then received his law degree from the University of Maryland law school in 1913. He was again affiliated with the university years later, as a member of the Board of Regents from 1946 to 1951.
Tydings was admitted to the Maryland bar immediately after receiving his law degree in 1913 and practiced for two years before his election to the Maryland House of Delegates in 1915. In 1916, Tydings enlisted as a private in the Army and served overseas in the 29th Division, later commanding the 111th Machine Gun Battalion. He was awarded the Distinguished Service Medal and a 29th Division Citation for Gallantry. Tydings returned from the war with the rank of lieutenant colonel and was named Speaker of the Maryland House of Delegates. He served in that capacity from 1919 to 1921. He then served in the Maryland Senate until 1923, when he was elected to the U. S. House of Representatives. Four years later Tydings was elected to the U. S. Senate, where he served continuously until 1951.
During these twenty-four years, he became a so-called "Titan" in the Senate. As a conservative Democrat, Tydings achieved prominence through his willingness to engage major figures on the national scene, from Franklin Delano Roosevelt to Joseph McCarthy, in debate and controversy.
Tydings' years in the Senate were also marked by strong opinions, controversy, and confrontations with several powerful figures. In the wake of war he sponsored a bill calling for world disarmament. In 1930, he published Before and After Prohibition, an account of the failure of prohibition and his recommendations for liquor control. Counter-Attack, in which Tydings enumerated his views on the Depression, its international causes and curses, was published three years later. In strong opposition to Franklin Delano Roosevelt's economic strategy and deficit spending, Tydings proposed a constitutional amendment mandating a balanced budget. He also opposed Roosevelt's attempts at court-packing (reorganization of the federal judiciary) in 1937 and 1938. Tydings' most valuable and remembered contributions, however, came out of his participation on and chairmanship of various committees, including the committees on Foreign Affairs and Relations, Armed Services, and Territorial and Insular Possessions. As a member of the latter committee, Tydings was intimately involved in Philippine affairs and co-authored the 1934 Tydings-McDuffie Act that called for Philippine independence. And when Senator Joseph McCarthy's charges of Communist infiltration of the State Department became the responsibility of the Committee on Foreign Relations, Tydings chaired the investigating subcommittee. His behavior and position as a member of this committee both proved Tydings' worth as a leader and conscientious politician and cost him his Senate seat in the 1950 election.
Even before McCarthy arrived on the scene, Maryland had a long history of anti-Communism and had the strongest loyalty oath in the nation on its law books. Tydings' moderate approach to the McCarthy hearings and his refusal to give in to popular hysteria alienated him from many of his Maryland constituents. The 1950 Senatorial election in Maryland involved a smear campaign against Tydings. A post-election investigation revealed that McCarthy had played a role in funding opposition to Tydings and had helped to lead to his defeat.
After his retirement from the Senate, Tydings returned to membership and practice in a law firm. He ran once more for political office in 1956 but was forced to withdraw from the race due to ill health. On February 9, 1961, he died at his home, "Oakington," near Havre de Grace, Maryland. He was survived by his wife, Eleanor Davies Cheesborough Tydings, whom he married in 1935, and his adopted son, the future Senator Joseph D. Tydings.
Scope and Contents of the Collection
The papers of Millard E. Tydings span the years 1881 to 1962. The bulk of materials cover his years of political service and involvement, from 1918 to 1956, and there is a particularly strong emphasis on his years in the United States Senate from 1927 to 1951.
The variety of documents and issues covered is as broad as the time period involved in the collection. Letters, telegrams, Senate reports, newspaper clippings, pamphlets, transcripts from radio broadcasts, speeches, and literary manuscripts concern topics as varied as Senatorial campaigns, the Philippine Islands, the economy, McCarthyism, and disarmament.
Custodial History and Acquisition Information
Eleanor Davies Cheesborough Tydings donated the original collection of the papers of Millard E. Tydings to the University of Maryland Libraries shortly after his death in 1961. Tydings' son, Joseph D. Tydings, donated additional papers in 1982. Two boxes of Tydings papers from the original donation were discovered in the collections in 2000 and incorporated into the larger collection in 2003.

In processing the papers of Millard Tydings, the same measures were followed in 1961, upon receipt of the original papers, and in1982, in the incorporation of addenda. All duplicate items and metal fasteners were removed. Materials were then placed in acid-free folders and the folders were placed in acid-free boxes. The news clippings and scrapbooks in Series VII were microfilmed. In 2003, staff transferred some items from the former "Publications" series (Series VI) to more appropriate locations within the collection. Items added as "addenda" in 1982 were interfiled with the rest of the collection. In June 2011, photographs that had been removed to the Biographical Print Files were returned to the collection.

Detailed Description of the Collection
Series 1: Biographical and Non-Political, 1881-1962 and undated (0.50 linear feet)
This series covers the non-political aspects of Millard E. Tydings' life and gives some insight into the personal lives of other members of his family. The documents in this series include papers concerning the O'Neill estate (in Tydings' mother's family) dating from 1881 to 1928. Personal correspondence, post cards, a yearbook, speeches and writings of his wife, Eleanor Davies Cheesborough Tydings, and memorials and eulogies on the occasion of the Senator's death are also located here.
The bulk of the series, however, is devoted to Tydings' business dealings and his law practice, as detailed in contracts and legal files. Arrangement is alphabetical by topic and/or document type.

This series includes notes for and transcripts of various public addresses, political and otherwise, as well as notes and drafts of some of Tydings' submissions for publication, again both political and non-political. The series has been divided into two subseries.
Subseries 2.1: Speeches, 1920-1950 and undated (0.50 linear feet)
This subseries covers a wide range of topics, from a 1920 eulogy that Tydings delivered to pronouncements on the economy and the Korean War. Some of his topics, like the economy, neutrality, and disarmament, were returned to many times and so the series has been arranged alphabetically rather than chronologically. This arrangement provides only a rough topical division, however, since speeches are sometimes listed by audience (DAR) or medium (Weekly Radio Broadcasts) rather than by subject.

Subseries 2.2: Personal Writings, 1929-1950 and undated (0.50 linear feet)
This subseries contains Millard Tydings' more personal, literary attempts at writing for the public. The documents include notes and scenarios for stories, the manuscript of a play, the manuscript of his World War I experiences (which he published as Machine Gunners of the Blue and Gray Division in 1923), various stories, poems, and papers. Correspondence concerning the publication of some his work is also located here. Correspondents include Howard S. Cullman and Walter Huston.
Numerous political pieces were published during his years in the Senate. Some of the articles are included in Series VII. He addressed the failure of Prohibition and the causes of the Depression in two book-length works, Before and After Prohibition (1930) and Counter-Attack (1933). The bulk of this series is correspondence, in-coming and out-going, the earliest of which dates from 1933; clippings, speeches, pamphlets, and sundry official reports are also included. The series has been split into two subseries, the first spanning the seventeen years between 1933 and 1950, and the second focusing on Tydings' 1950 election campaign and the years immediately following his defeat in that election. Within each subseries, arrangement is alphabetical by topic or audience.
Subseries 3.1: Pre-1950, 1933-1952 and undated (1.75 linear feet)
This subseries encompasses both political issues and campaigns. Speeches, pamphlets, news clippings, Senate memoranda, and reports deal with everything from labor issues to Tydings' political excursions to Europe after World War II. Campaign materials, and particularly correspondence, shed light on the Democratic organization in Maryland.
Prominent correspondents include Louis Johnson, Glenn L. Martin, Stuart Symington, Omar Bradley, A. M. Pride, Edward F. Hutton, James Bruce, and Harry S. Truman. There is also extensive correspondence from Tydings' constituents variously berating and encouraging him in his runs for the U. S. Senate and his 1947-48 campaign for the vice presidency.

Subseries 2 deals largely with Tydings' 1950 failed bid for re-election to the U. S. Senate. Campaign records and correspondence show Tydings trying to round up support from such diverse groups as doctors, Catholic War Veterans, and labor among others. Files from the Gillette Committee investigating the 1950 Senate election in Maryland as well as those that Tydings and his staff assembled on the subject are also included here.
The remainder of the subseries reveals Tydings' continuing interest in both state and federal politics. Documents include files kept on the Maryland State Legislature, his participation at Democratic rallies, and correspondence with prominent figures. Correspondents include Harry S. Truman, Adlai Stevenson, W. Grason Winterbottom, Guy Gillette, William Benton, Estes Kefauver, Stuart Symington, and J. Millard Tawes.

Series 6: World War I Publications, 1913-1925 and undated (6.25 linear feet)
This series consists primarily of army field service pamphlets by which Tydings would have had to abide during his years in the army. The bulk of the pamphlets deal with artillery concerns, such as machine guns and rifles; Tydings commanded the 111th Machine Gun Battalion during World War I. Also included in the series are War Department Training Regulations for the army issued in the early 1920s.

This subseries consists of scrapbooks of newspaper clippings documenting Tydings' personal, public, and political affairs and interests. McCarthyism, election campaigns, state and local politics, and Tydings' community activities are all encompassed in this subseries. Series 8: Political Cartoons, 1930-1950 and undated (67 items)
This series consists of political cartoons that document Tydings' long career in the Senate. In most cases, cartoonists, including Gib Crockett, Richard Yardley, Herblock, Jim Berryman, and C. K. Berryman, gave these to Tydings as souvenirs, and they are often signed with personal notes from the artists. These cartoons appeared in a wide range of newspapers, such as the Baltimore Sun, Washington Post, and the Evening Star. Topics covered include the New Deal, McCarthyism, and World War II.

Series 9: Certificates, 1916-1951 and undated (16 items)
This series contains certificates, awards, and other documents obtained by Tydings throughout his lifetime. Included are Tydings enlistment papers, a paper appointing Tydings a Lieutenant Colonel of Infantry in 1918, Tydings' appointment to the U. S. Congress in 1924, a certificate for crossing the Equator in 1934, and Tydings' 1934 award of the Distinguished Service Cross for "Extraordinary Heroism in Military Operations Against an Armed Enemy of the United States north of Verdun, France, in October 1918."

Series 11: Photographs, 1918-1949 (3.00 linear feet)
This series includes black and white photographs of Tydings, his estate at Havre de Grace, and his inspection of Triste, France. Also included are many graphic photographs of the Philippine Islands during World War II, including a prisoner of war camp. In addition, there are several group photographs, including one of President Truman signing National Security Act Amendments in his office at the White House, while members of the Armed Services Committee watch, and another of Tydings and his fellow soldiers during World War I.
These materials have been transferred to the photographic collection. Photographs that had been previously removed to the Biographical Print Files were reintegrated into the collection.

Series 12: Memorabilia, undated (7 items)
This series consists of a Tydings campaign button and three other buttons used in political campaigns, including one urging people to "Buy American." Also included are three pens used by President Truman to sign various bills during Tydings' time as senator. These materials are located in the Memorabilia collection (#44, #45, #46, #47, and #1545 a-c).

Caroline Keith's biography of Tydings, For Hell and a Brown Mule, is a 1991 offering (Lanham, MD: Madison Books) covering Tydings' entire life but with emphasis on his political career. Tydings own publications, Counter-Attack: A Battle Plan to Defeat the Depression (Indianapolis, The Bobbs-Merrill Company [c.1933]), Before and After Prohibition (New York, The Macmillan company, 1930), and The Machine Gunners of the Blue and Gray Division (twenty-ninth) ([Aberdeen, Md.: Harford printing and publishing co., 1920]) are all available in the Maryland Room at the University of Maryland Libraries. In addition, Tydings' political record is documented in a seventeen volume set of "Congressional record, proceedings and debates of the Congress. 70th-81st Congress" that pertains only to Tydings or his interests. This is also available in the Maryland Room (Call Number: Maryland Folio J11 .R53).
The Archives and Manuscripts Department holds many collections that also relate to Senator Tydings. The papers of Naomi Smith Duff may also be consulted, as Tydings was one of the author's correspondents. Tydings' son, Senator Joseph D. Tydings gave his personal papers to the University of Maryland in 1976. The Gordon W. Prange Collection contains materials relating to the U. S. occupation of the Philippines.
