Abstract
Philip Perlman was a prominent Maryland lawyer and political leader during the 1930s and 1940s who served as U.S. Solicitor General from 1947 to 1952. His papers consist of files relating to Baltimore mayoral, Maryland gubernatorial, and U.S. House and Senate elections; the creation of Maryland laws and legislation; Baltimore City Government; the Great Depression; Maryland and Baltimore political campaigns; presidential campaigns of 1932 and 1940; Assessment of Maryland Zoning Ordinances; the functioning and internal politics of the Democratic National Committee; construction of Clifton Park School; construction of the Baltimore Airport; decision to construct the Chesapeake Bay Bridge; the Fairway Company's negotiations with the government; United Railways and Electric Company legal issues; and Baltimore society. Significant correspondents include Baltimore Mayor Howard W. Jackson and Maryland Governor Albert C. Ritchie.

Historical Note
Philip B. Perlman was born on March 5, 1890, in Baltimore, Maryland, the only child of Benjamin and Rose Nathan Perlman. Perlman's graduated from City College high school in Baltimore, 1908. Soon after,, he secured a job as a reporter for the Baltimore American while studying political economy at the Johns Hopkins University. In 1910, Perlman moved to the Evening Sun as a court reporter while pursuing a law degree at the University of Maryland Law School. Perlman passed the bar on June 24, 1911, a full year prior to receiving his law degree in 1912.
Despite earning his credentials as a lawyer, Perlman remained at the Evening Sun, where he was promoted to City Editor in 1913. After four years, Perlman resigned in order to practice law. Initially, Perlman worked at the Maryland State Law Department as an assistant to Maryland Attorney General Albert C. Ritchie, who became a notable contact and personal friend. Perlman's career took off when he became Assistant Maryland Attorney General in 1918 and Secretary of State under newly elected Governor Ritchie in 1919. Positions in public service appealed to Perlman, who would remain active in politics and government until his death in 1960.
Following three years as Secretary of State, Perlman served the City Solicitor of Baltimore from 1923 to 1926. Though he chose to pursue private practice after eight years in government service, Perlman remained active in Maryland and Baltimore politics as a member of the following commissions: Baltimore Efficiency and Economy Commission; Zoning Commission; the Maryland Water Resources Commission, Baltimore Unemployment Relief Commission; Mayor's Commission on Art Education; and the State Bar Association's Committee on Law. From 1938 to 1936 Perlman contributed his legal talents to the Baltimore Housing Authority in the position of General Counsel. In the 1940s, Perlman also advised Maryland Governor William Preston Lane on the Chesapeake Bay Bridge construction, highway improvement, and similar concerns. A strong presence in the local and state Democratic Party, Perlman worked on numerous state campaigns and served as a delegate to the national convention that nominated Franklin Delano Roosevelt in 1932. These experiences prepared Perlman for a more prominent position in the national party, as evidenced by his efforts in drafting the Democratic National Convention platform and participating as a state delegate for the second time in 1948.
From 1923 through at least 1942, Perlman operated a private law practice, often with his long-term law partner, Wirt A. Duvall, Jr. The lengthy partnership between Perlman and Duvall began in 1926; and records indicate that they shared an office at least through 1942. Together they represented a number of notable Maryland companies, including United Railways and Electric Company, the Annapolis-Claiborne Ferry Company, the City Ice Company, and the Fairway Company. As legal counsel for these companies, Perlman represented them in court, drafted contracts, witnessed agreements, and served as political liaison among Maryland politicians and lawmakers.
Perlman's contributions to the law extended beyond the practice of his profession. In 1923, he published a compilation of articles as Debates of the Maryland Constitutional Convention of 1867. Perlman also co-authored a second publication in 1948: Prejudice and Property: An Historic Brief Against Racial Covenants.
Perlman's impressive professional resume suggests a man consumed with his work in politics and the law; however, Perlman also contributed significant amounts of time and money to the Baltimore arts community. A key participant in the expansion of the Walter's Art Gallery in the 1930s, Perlman remained an ardent supporter and active member of the board throughout his life. Perlman also served as a trustee of the Baltimore Museum of Art for twenty-seven years and as a member of the following boards at various times: the Baltimore Symphony, the Maryland Institute College of Art, and the Peale Museum. Perlman also served on the board of the Association of Jewish Charities, of which he was also a financial contributor.
In 1947, President Harry Truman tapped Perlman to become Solicitor General of the United States. Perlman held this post until 1952, when he returned to private practice in the firm Perlman, Lyons, and Browning in Washington, D.C. By this time, Perlman maintained a suite at the Shoreham Hotel in Washington, D.C. but never relinquished ownership of his home on Park Heights Avenue in Baltimore. Perlman died in 1960 at the age of seventy.
Scope and Contents of the Collection
The Papers of Philip B. Perlman cover the years 1918 to 1945, with the bulk of the material dating between 1927 and 1942. Document types represented in the collection include personal correspondence, professional correspondence, newspaper clippings, periodicals, newspapers, court documents, appellate briefs, marked-up legislation; published bills; reports; legal agreements and contracts; petitions; financial receipts; wills; political campaign materials; press releases; campaign speeches; radio addresses; maps; and photographs. Subjects include the creation of Maryland laws and legislation; Baltimore City Government; the Great Depression; Maryland and Baltimore political campaigns; presidential campaigns of 1932 and 1940; Assessment of Maryland Zoning Ordinances; the functioning and internal politics of the Democratic National Committee; construction of Clifton Park School; construction of the Baltimore Airport; decision to construct the Chesapeake Bay Bridge; the Fairway Company's negotiations with the government; United Railways and Electric Company legal issues; and Baltimore society. The collection was processed in 2005, at which time metal paper clips and staples were removed and replaced with strips of acid-free paper and plastic clips. Materials were placed in acid-free folders and boxes. The collection is arranged into six series according to subject. Where accurate original folder headings existed, they were retained, and original folder divisions were also preserved if possible. Loose materials were organized according to content and interfiled with the collection. Within series, folders are arranged alphabetically, then chronologically. In keeping with the original filing pattern, folder contents are arranged in reverse chronological order. Duplicate copies of newspaper clippings, publications, correspondence, and other paper materials were discarded. Photographs and memorabilia are separated and housed separately from the rest of the collection. Newspaper clippings were copied onto acid-free paper and discarded; entire newspapers and newspaper sections were retained and placed between sheets of acid free paper.

Detailed Description of the Collection
Series 1: Personal, 1926-1938 (4.0 linear feet)
Series I includes Perlman's personal correspondence with friends, business associates, social acquaintances, charitable associations, and government agencies. In addition to personal correspondence, this series contains materials related to Perlman's financial investments and the sale of his yacht, the Arla.
Materials relating to Perlman's yacht, the Arla, document the restoration and sale of the yacht by Perlman. Correspondence, receipts, insurance bills, and legal documents represent the bulk of the materials.
Perlman's personal correspondence contains invitations; replies to invitations; thank-you notes; requests for recommendations; letters of recommendation; letters of introduction; letters of congratulations; meeting notices; personal notes; Christmas cards; solicitations for charitable donations; and Jewish publications. This series also includes documents relating to personal business transactions, such as confirmation of doctor appointments; the filing of annual taxes; securing a license plate; and paying a traffic ticket. Filed separately from other business transactions is correspondence pertaining to Perlman's financial investments. This correspondence primarily consists of form letters distributed annually to investors and stock holders.

Series II consists of estate records, wills, court documents, reports, legal agreements and contracts, petitions, financial receipts, and copies of legislation used by Philip Perlman in his legal practice in Baltimore, Maryland, prior to his appointment as Solicitor General of the United States in 1947. His corporate clients included the Claiborne-Annapolis Ferry Company, the City Ice Company, the Fairways Company, and the United Railways and Electric Company. The Claiborne-Annapolis Ferry Company, which operated a ferry service across the Chesapeake Bay, was involved in early discussions regarding the construction of the Chesapeake Bay Bridge. Under an act of the Maryland legislature in 1941, the State Roads Commission of Maryland took over the assets of the company. Representing the Claiborne-Annapolis Ferry Company, Perlman handled all negotiations with the state in the earliest stages of the process and subsequent dealings with the Chesapeake Bridge Commission. The Claiborne-Annapolis Ferry Company files include correspondence with Governor Harry W. Nice on the topic of financing the Chesapeake Bay Bridge construction. Personal clients included the estates of Julius Levy and Samuel Frank. Wirt A. Duvall, Jr. worked with Perlman on several of these cases.

Series 3: Government and Politics, 1922-1945 (7.5 linear feet)
Materials in this series document Perlman's years in public service and active participation in Maryland politics and include correspondence, memos, legal briefs, copies of Maryland bills and laws, reports, press releases, campaign speeches, radio addresses, campaign propaganda, maps, newspapers, and clippings.
An active member of the Democratic Party, Philip Perlman regularly participated in Maryland political campaigns. A strong supporter of both Mayor Howard Jackson and Governor Albert Ritchie, Perlman worked for their re-election to office several times between 1932 and 1942, and assisted Mayor Jackson in his campaign for governor in 1938. The bulk of the materials in this series document the re-election campaigns, offering great insight into the pressing issues of the time and the political maneuvers of both the Republican and Democratic candidates. Perlman lent his time and legal expertise to the candidates, leading Jackson's efforts to contest the outcome of a primary election for governor in 1938. Perlman often annotated copies of bills and newspapers with his own thoughts and ideas concerning Maryland politics and the campaign agenda. Similarly, Governor Ritchie alerted Perlman to particular issues by circling and noting newspaper articles. In addition to documenting Perlman's relationship to those in power, these records offer information related to Maryland and Baltimore politics, and political campaigns in the 1930s and 1940s.
Perlman's growing influence in the national Democratic Party is evidenced by his involvement in additional congressional campaigns and his role in drafting the Democratic National Convention platform in 1940. Furthermore, Perlman rebutted internal criticisms launched by John O'Connor in a publicized debate. Copies of both O'Connor's letter and Perlman's response can be found in the folders titled "O'Connor's Letter."

Series 4: The Debates of the Maryland Constitutional Convention of 1867, 1923-1928 and 1931 (0.5 linear feet)
Series IV consists primarily of correspondence pertaining to The Debates of the Maryland Constitutional Convention o f 1867, which Perlman compiled and published in 1923. The State of Maryland commissioned the book, and appropriations in the State budget paid for the publication. Some of the correspondence addresses Perlman's research for the book; the remainder pertains to matters of publication and reviews. Other types of materials that relate to the correspondence include advertising brochures, order forms, and newspaper clippings.
Perlman drew on his research again in 1931 when he delivered an address before the Maryland General Assembly on the Constitution and the adoption of amendments. The 1931 correspondence consists largely of responses to Perlman's address.

Series 5: Photographs, 1921-1929 and undated (100 items)
This series consists of 100 black and white photographs that were separated from the textual materials of the collection. The majority of the photographs document the work of the Fairway Company, a Maryland paving business, and transportation conditions in 1920s Maryland. Also included are some photographs of Baltimore City.
Arrangement follows the order of the series, boxes, and folders from which the photographs originated.
