Abstract:

James Bruce (1892-1980) spent most of his life in the world of business and banking, working in both New York and Baltimore. He served variously as president of the Baltimore Trust Company, director of American Airlines, and vice president of the National Dairy Products Corporation. He and his family also had ties to diplomacy and early in his life, just prior to enlistment for World War I, Bruce served as private secretary to his uncle, Thomas Nelson Page, U. S. Ambassador to Italy. Several years later, from 1947 to 1949, Bruce himself served as U. S. Ambassador to Argentina. He subsequently served as the director of the Foreign Military Assistance Program, forerunner of NATO, before returning to his career in business in 1950. The materials in this collection focus on the years 1910 to 1960 and treat a variety of subjects such as Bruce's years at Princeton; his military and diplomatic service; and a 1958 campaign for a U. S. Senate seat. Newsclippings, publications, by Bruce and others, audio-visual materials, and correspondence are included. Letters from numerous prominent individuals, including Juan and Eva Peron, John F. Kennedy, Harry S. Truman, and Dean Acheson, form a significant portion of the collection. Also included is substantial genealogical information relating to the Bruce family.

Historical Note

A businessman, ambassador, and member of a prominent Maryland family, James Bruce was born on December 23, 1892 in Baltimore, Maryland, the son of lawyer, author, and U. S. Senator William Cabell Bruce and Louise Este (Fisher) Bruce.

After attending the Gilman School in Baltimore, Bruce entered Princeton University in 1910, where he graduated with a bachelor's degree in literature in 1914. The following year, Bruce attended the training camp of the U. S. Army at Plattsburgh, New York. During 1916, he lived in Rome, working as private secretary to the U. S. Ambassador to Italy, his uncle Thomas Nelson Page. When the United States entered World War I in 1917, Bruce enlisted in the U. S. Army, serving in France and Germany. In 1918, Bruce received a Bachelor of Law degree from the University of Maryland in Baltimore. In early 1919, Bruce served as assistant military attache to the American Embassy in Rome and went to the Balkans as a representative of the Paris Peace Conference to investigate the conflict between Albania and Montenegro.

Bruce returned to the United States in 1919 and married Ellen McHenry Keyser on May 24 of that year. In 1920, their daughter Ellen was born, followed in 1924 by a second daughter, Louise.

Upon his return to the United States in 1919, James Bruce embarked upon a career in banking, working for the Mercantile Trust Bank of Baltimore and for the Atlantic Trust Company. In 1926, Bruce left Baltimore for New York, where he worked for several banks, including Chase National, until he returned to Baltimore in 1931 to become president of the Baltimore Trust Company.

In 1933, Bruce was appointed financial advisor to the Homeowners Loan Corporation in Washington, D.C. He ended this government service one year later to become vice president of the National Dairy Products Corporation. In addition, Bruce became the director of a large number of companies and corporations, which, over the course of his life, included American Airlines, the Maryland Casualty Company, Republic Steel, the American Shipbuilding Company, and Loew's Theatres, to name only a few.

In 1947, James Bruce accepted an appointment as United States Ambassador to Argentina, making his acceptance dependent on President Truman's promise to appoint him Ambassador to Great Britain upon the resignation of the present ambassador in London. Bruce spent two years as Ambassador to Argentina, returning to the United States on occasion, once to lead a fundraising campaign for the reelection of President Truman. In 1949, Bruce resigned from his position in Argentina and returned to Washington expecting to be named the new Ambassador to Great Britain. Due to various political circumstances, including consideration of Bruce's brother David for the post of Ambassador to France and the impossibility of having relatives posted to two of the nation's most important diplomatic positions, President Truman withdrew his offer from Bruce. In subsequent years, Bruce blamed a conspiracy by Secretary of State Dean Acheson for the denial of the ambassadorship.

Bruce accepted an appointment as director of the Mutual Defense Assistance Program, a forerunner of NATO, in 1949, but resigned in 1950 to return to a career in business. He spent the remainder of his professional life in the business world, entering politics only in 1958 to run, unsuccessfully, for the United States Senate and to conduct fundraisers for Democratic candidates during election campaigns.

Aside from his business and political careers, James Bruce authored the books College Journalism (with James Forrestal), Those Perplexing Argentines, and Memoirs. He was also a member of many social and patriotic organizations, including the American Legion, the Veterans of Foreign Wars, and the Brook Club of New York.

James Bruce died on July 17, 1980, in New York, New York, five months after his wife, Ellen Keyser Bruce, who died on February 5, 1980.

Scope and Contents of the Collection

The Papers of James Bruce cover the years 1734 to 2002, with the bulk of the material dating between 1910 and 1960. Document types represented in the collection include correspondence, interview transcriptions, manuscripts, publications, genealogical records, diplomas, newspaper clippings, photographs, diaries, paintings, and microfilm. The materials relate to a variety of topics, such as Bruce's years at Princeton University, his military service in World War I and his subsequent diplomatic service in Montenegro, his term as ambassador to Argentina, and his campaign in 1958 for a seat in the United States Senate.

The Papers of James Bruce also contain a significant amount of documentation on the Bruce, Keyser, McHenry, and other related families. Materials pertaining to these prominent Maryland families include personal correspondence, genealogical information, memoirs, and scrapbooks containing letters, photographs, newspaper clippings, and memorabilia. Also included is information on the families' homes and properties, which include photographs of house exteriors and interiors.

Custodial History and Acquisition Information

The Papers of James Bruce were donated to the University of Maryland Libraries in September of 1990 by Ms. Louise Este Bruce, daughter of James Bruce. Louise Bruce donated additional materials, including correspondence, informational files, and books, between 1991 and 2004 and continues to donate material on a periodic basis.

Processing note:

The collection was originally processed in April 1991, at which time paper clips and staples were removed; the collection was arranged into five series; and materials were placed in acid-free folders and boxes. Original folder headings and content were maintained wherever possible. Duplicate copies of newspaper clippings, photographs, correspondence, and other paper materials were matched with originals and discarded unless the original no longer existed or was in deteriorated physical condition. Scrapbooks and newspaper clippings were microfilmed. Photographs and microfilm were removed from the collection and transferred to the photograph and microfilm collections, respectively.

Between 2002 and 2004, the collection was reprocessed. Again, original folder headings and content were maintained where possible, additional staples and paper clips were removed, and documents were re-foldered and re-boxed in acid free materials. The following major changes occurred:

  • Series I, Correspondence, was previously arranged both alphabetically and chronologically. The series was rearranged alphabetically and chronologically therein. Also, family correspondence was moved out of this series and made Subseries 1, Series III, Family Documents
  • Series II, Clippings, became Series V
  • Series III, Publications, became Series VI
  • Series IV, previously an audio-visual series that held photographs and microfilm, became Louise Bruce Files. Material Louise Bruce has donated since original processing that directly relates to the Bruce Papers, most notably Keyser family correspondence, has been distributed among appropriate series.
  • Series V, originally Other Document Types, underwent numerous changes:
  • Series V, Subseries 1, Family and Personal Documents, became Series III, Subseries 2, Family Documents
  • Series V, Subseries 2, Professional and Other Activities, became Series II, Personal and Professional
  • Series VII was created for Photographs and Slides
  • Series VIII was created for Scrapbooks
  • Series IX was created for Memorabilia
  • Series X was created for Paintings
  • Other changes
    • Loose photographs were removed from record center boxes, numbered, sleeved in Mylar, and placed in binder boxes. Where possible or necessary, photo albums were dismantled, pages sleeved in Mylar, and placed in album's original order in binder boxes. Other photograph albums were interleaved with acid free paper. Photographs and slides were given their own series.
    • Oversized materials were unfolded and placed in new acid-free folders in a map case drawer. Separation sheets were created for oversized items.
    • Memorabilia was originally housed with the collection, in folders. These items were removed from folders, numbered, placed in acid-free enclosures, and moved to the Memorabilia Collection. Separation sheets were created for memorabilia items.
    • Publications were moved from record center boxes to archival boxes. The Curator of Marylandia and Rare Books selected a number of duplicate publications for those collections, respectively.
    • Paintings were moved from a record center box to a flat box.
    • Conservation work was performed on photograph albums, slides, and scrapbooks. Pages were removed from albums and scrapbooks and sleeved in Mylar. Folded photos and other objects were flattened, tape was removed, and loose items were re-adhered where necessary. Album and scrapbook pages were stored in flat acid-free boxes. Leather bindings on other albums were consolidated. Glass slides were removed from their original boxes and placed in acid-free envelopes. The original slide boxes were retained. A glass positive was placed in a sink mat, which in turn was placed in a protective wrapper.

Detailed Description of the Collection

Series 1: Correspondence, 1910-1972 (1.75 linear feet)

This series contains James Bruce's personal and professional correspondence. Correspondents primarily include individuals from business and politics. Significant correspondents include Harry Truman and members of his administration, such as Dean Acheson, Tom C. Clark, Clark Clifford, Matthew Connelly, James Forrestal, W. Averell Harriman, Louis Johnson, George C. Marshall, John W. Snyder, Edward R. Stettinius, Stuart Symington, and James E. Webb. Prominent Maryland correspondents include Daniel Brewster, Harry C. Byrd, Thomas D'Alesandro, Millard Tawes, and Millard Tydings. Other correspondents of note include New York Times General Manager Julius Ochs Adler, Bernard Baruch, Allan and John Foster Dulles, Herbert Hoover, John F. Kennedy, Stephen Mitchell, and Juan Peron, and journalists Arthur Krock, Drew Pearson, Joseph and Stewart Alsop, Milton Bracker, and Virginia Lee Warren.

Correspondence with individuals involved in business and politics consists primarily of thank-you notes or congratulatory letters. Much of the correspondence reflects social life and events in New York, Washington, and Baltimore. Political topics documented in the series include Bruce's ambassadorship to Argentina and his campaign for United States Senate. Bruce's ambassadorship is documented primarily in the correspondence with President Truman and Secretaries of State George Marshall and Dean Acheson. Also of note is Bruce's correspondence with Undersecretary of State James Webb concerning Argentine political issues, including freedom of the Argentinean press, the attempt by the United States to win Argentina's participation in the European Recovery Program and to obtain President Peron's promise to sell grain under the program, and Bruce's as well as official United States relations with Argentinean officials. Additional information regarding Argentina and Bruce's ambassadorship may be found in the clippings in Series V and in Bruce's Memoirs, located in Series VI.

Bruce's views on the Democratic Party in the 1940s and 1950s are documented in exchanges with Democratic State Committee Chairman Paul Fitzpatrick, Democratic National Committee Chairman Stephen Mitchell, and Adlai Stevenson. Correspondence with Mitchell details Bruce's decision to decline Mitchell's offer to serve as Treasurer of the Democratic Party. The Mitchell correspondence, along with a 1961 letter to William Hillman, also reveals Bruce's continuing disappointment over what he saw as Truman's betrayal and the loss of the London ambassadorship.

Series 2: Personal and Professional, 1910-1998 (2.25 linear feet)

This series contains materials relating to James Bruce's pursuits as a soldier, diplomat, businessman, and author. Included are documents from his years in Europe, such as a diplomatic passport, certificates of military appointments in the Army, and military discharges. The series also documents Bruce's term as ambassador and includes the embassy guestbook and transcripts of comments of the American and Argentinean press.

Bruce's business records primarily include certificates of appointments and clippings. A typed and annotated draft of Memoirs and reviews of Those Perplexing Argentines document Bruce's literary pursuits. Membership cards, dinner invitations, and speeches given at social, business, and fundraising events document Bruce's social activities and membership in a number of social and patriotic organizations.

This series also contains biographical materials, including curricula vitae, clippings from Who's Who in America, and transcripts of taped interviews conducted in preparation for Bruce's Memoirs. Biographical materials also include manuscripts of anecdotes from Bruce's life, including his World War I experiences and his kidnapping by bandits during a hunting trip in Mexico in 1935. A large portion of the anecdotes concern Bruce's version of President Harry Truman's decision to withdraw his offer of the ambassadorship to Great Britain from Bruce. Bruce's diplomas from Princeton University and the University of Maryland School of Law are included here also.

Series 3: Family, 1734-1998 (4.25 linear feet)

The two subseries that comprise this series contain material generated by and about members of the Bruce, Keyser, McHenry, and related families. Correspondence between James Bruce and family members is also included here.

Subseries 3.1: Family Correspondence, 1838-1980 (2.75 linear feet)

This subseries consists primarily of Bruce and Keyser family correspondence. A large portion of the correspondence, and of particular interest, consists of letters James Bruce wrote to his mother, Louise Este (Fisher) Bruce. James Bruce wrote to his mother almost daily while an undergraduate at Princeton University, detailing his and his classmates' activities. He continued to write regularly to her during his World War I and Montenegrin service.

Correspondence between James Bruce and Ellen Keyser Bruce prior to their 1919 marriage, in which Bruce relates his military and diplomatic service, and Ellen describes life at home in Baltimore and its environs, is a rich source on military and social life of the time. Also of interest is correspondence between James Bruce and his father, as well as the father and son's correspondence with James Bruce's uncle, noted author and Ambassador to Italy Thomas Nelson Page. Arrangement is alphabetical by correspondent and chronological therein.

Series 4: Louise Bruce Files, 1945-2004 (2.00 linear feet)

This series consists of correspondence, diaries, newspaper clippings, auction catalogs, and other materials that document the interests and activities of James Bruce's second daughter, Louise. Louise Este Bruce, named for her paternal grandmother, spent most of her formative years in Maryland, Washington, D.C., and New York City. She attended Miss Hall's School, Pittsfield, Massachusetts, and Greenwood School, Ruxton, Maryland, from which she graduated in 1943. In 1979, Ms. Bruce received an ABE degree through Harvard University Extension School, and in 1984 received her BA from Hunter College in New York City. She completed two MA degrees at New York University: one in Liberal Studies in 1986, and the other in Middle Eastern Studies in 1996. An avid traveler, Ms. Bruce has been active in Democratic activities, journalism, and organizations such as the National Society of Colonial Dames. Correspondence included in the series consists primarily of thank-you letters and family-related notes from relatives and friends and associates of Louise Bruce and her family. Correspondents of note include Brooke Astor, Congresswoman Nancy Pelosi, and Senator Joseph Tydings. Auction catalogs feature furnishings and artwork owned by the Bruce and Keyser families. The series also contains some of Ms. Bruce's academic work, including her 1996 master's thesis from New York University, and informational files, which contain material Ms. Bruce has both collected and written on family members, friends, and associates. Also included are copies of newspaper columns Louise wrote for the Westminster, Maryland, Democratic Advocate in the 1950s.

Series 5: Clippings, 1905-1962 (3 microfilm reels)

This series contains newspaper clippings documenting various aspects of James Bruce's business career, his term as ambassador, and the subsequent debate over his aspirations for the ambassadorship to Great Britain. The clippings have been microfilmed for preservation purposes. A large number of clippings cover Bruce's 1935 kidnapping by bandits while on a hunting trip in Mexico. Another large portion of the clippings documents Bruce's senatorial campaign in 1957 and 1958. Some of the filmed clippings can also be found in photocopied form throughout the collection.

Series 6: Publications, 1895-2002 (6.50 linear feet)

This series contains copies of James Bruce's Memoirs (1975) and his monographs Those Perplexing Argentines (1953) and College Journalism (1914), which he co-authored with James Forrestal. The series also contains monographs by William Cabell Bruce, including his Recollections (1936), and by James Bruce's brother, David. Monographs by Bruce's uncles Philip Alexander Bruce and Thomas Nelson Page on the American South and Virginian and colonial American history are included here. The series also contains several monographs on Bruce family history.

Series 7: Photographs. Slides, and Negatives, 1864-2001 (1,252 loose photographs, 15 photograph albums, 463 slides, 96 negatives)

This series consists of over 1,200 loose photographs, including oversized photographs; photograph albums, some of which have been dismantled for preservation purposes; slides, including stereos; and negatives. Photographs are both black and white and color. They document numerous aspects of James Bruce's military, political, and business careers and family life. Included are pictures of Bruce during his service in World War I and as a representative of the Paris Peace Conference in Montenegro. A large portion of the photographs documents Bruce's years in Argentina and includes photographs of Juan and Eva Peron and pictures of hunting trips and excursions undertaken by Bruce and members of his family while in South America. Also included in this series are family photographs, portraits of James Bruce, and photographs of James and Ellen Bruce with other individuals at private and public events. In addition, the series contains a number of portraits of friends and associates, with handwritten dedications to James and Ellen Bruce. Photographs of other notable individuals in this series include David and Evangeline Bruce, Harry and Bess Truman, Perle Mesta, Letitia Baldrige, and numerous twentieth century political figures. A large number of photographs document life at Pinckney Island, an island off the coast of South Carolina that James Bruce owned and used as a hunting getaway.

Several of the photograph albums in this series provide rich documentation on the lives and activities of two prominent Maryland families in the early part of the twentieth century, particularly three albums that belonged to Ellen Keyser Bruce. One oversized album, which dates from1907 to the 1970s, includes photographs of Ellen Bruce, her family and friends, her childhood home in Baltimore, her wedding to James Bruce, and Keyser family sailing trips on their yacht, the Kaleda. A second oversized album that dates from the early 1900s to the 1970s primarily documents the Keyser family but also includes photographs of James and Ellen Bruce's children and grandchildren. Another album spans the period 1909 to 1911 and documents the activities of Ellen Keyser Bruce, her sister, Juliana Keyser Clark, and their friends at Miss Porter's School in Farmington, Connecticut.

An album that belonged to Louise Bruce documents her childhood in the 1930s and includes photographs of family activities at the Bruce family ancestral home, Staunton Hill, and at Leisure Hill, the Bruce family home in Maryland's Green Spring Valley. Two small albums depict James Bruce and others during a stay at an Argentine estate while he served as ambassador to Argentina. Other albums document James Bruce's World War I and Montenegrin service, the Bruces' time in Argentina, family, friends, political and business events, homes, properties, artwork, and furnishings. Numerous duplicate photographs exist among the albums and loose photographs.

Series VII also includes glass slides from World War I purchased by James Bruce. Louise Bruce's slides from her 1956 around-the-world trip, along with slides of family and guests at Staunton Hill and Pinckney Island, are included here.

Loose photographs are arranged by subject, based on their previous arrangement, and chronologically therein. Photograph albums retain their original order. Slides and negatives are arranged by subject.

Series 8: Scrapbooks, 1905-1975 and undated (8 items)

This series is composed of scrapbooks kept by James, Ellen Keyser, and Louise Bruce that consist of newspaper clippings, letters, notes, photographs, pieces of fabric, invitations, cards, and numerous other items. One scrapbook of clippings documents the death of Ellen Keyser Bruce's father, Robert Brent Keyser. A photocopy of this scrapbook is located in Series III, Subseries 2. Ellen Keyser Bruce compiled another scrapbook comprised of thank-you letters for James Bruce's Memoirs. During the 1930s and 1940s, Louise Bruce kept two large scrapbooks of items such as greeting cards, invitations, notes, clippings, fabric scraps, and dried flowers. These scrapbooks were in poor condition and received conservation treatment that included placing individual pages in protective sleeves. Louise Bruce compiled another scrapbook for her mother, which consists of copies of letters to Ellen Keyser Bruce from James Bruce; Ellen Bruce's sister, Juliana Keyser Clark, and other relatives; clippings on relatives; and photographs.

Three scrapbooks have been microfilmed for preservation purposes, and these include a scrapbook of James Bruce's columns as editor of Princeton University's undergraduate newspaper, The Daily Princetonian; a scrapbook that Ellen Keyser Bruce kept as a young woman; and a scrapbook that documents James Bruce's tenure in Argentina. The three microfilmed scrapbooks can be found in Series V, at the end of microfilm Reel 3.

Series 9: Memorabilia, 1914-1966 (14 items)

This series includes items that belonged to both James and Ellen Keyser Bruce. Items of particular interest include the Montenegrin Medal for Fervour, awarded to James Bruce in 1919; a bracelet given to Ellen Keyser Bruce by Eva Peron; and a World War I German iron cross. Also included are a medal worn by James Bruce to the 1960 Democratic National Convention and a medal of the Ordine al Merito della Republica Italiana. Memorabilia items have been separated from the collection and placed in the Memorabilia Collection. (Memorabilia numbers 1574-1585, 1679, and 1710.)
