Abstract:
Isabella Hayes was the librarian in charge of the Maryland Room of the McKeldin Library from 1949 to 1968. The papers consist of correspondence and other records pertaining to the operation of the Maryland Room. Major topics include the Prince George's County League of Women Voters, the Maryland Room, and the Health and Welfare Council of the National Capitol Area.

Historical Note
Isabella Mallory Hayes was born in Kewanee, Illinois, on March 27, 1908. She received her A.B. from Knox College in Galesburg, Illinois in 1930, where she majored in Latin. While attending Knox College, she worked in the Kewanee Public Library. In 1931, Hayes entered the University of Wisconsin Library School, earning her B.L.S. While at the University of Wisconsin, Hayes worked in the Legislative Reference Library of the Capital Building in Madison.
After graduation, Hayes pursued a career as a reference librarian. She served as Head of the Reference Department of the Roanoke, Virginia Public Library from 1931 to 1943. Hayes worked between 1931 and 1943 in Detroit but returned to Virginia in 1949, where she joined the reference staff of the Richmond public library. Later that year, Hayes and her family moved to Maryland, and she became Assistant Reference Librarian and Instructor in Library Science at the University of Maryland.
In 1958, Hayes became the head of the Maryland and Rare Book Room in McKeldin Library at the University of Maryland. She developed collections of materials documenting the state of Maryland and the University of Maryland. In addition to building the collections of published material, Hayes initiated the collection of archival and manuscript materials, acquiring the personal papers of Governor Theodore R. McKeldin, Senator Millard E. Tydings, Congressman Carlton R. Sickles, Adele Stamp (Dean of Women of the University of Maryland), and Geary Eppley (Dean of Men of the University of Maryland).
In addition to working as the head of the Maryland and Rare Book Room, Hayes was active with several professional and civic organizations. She was president of the League of Women Voters of Prince George's County; she contributed articles to magazines and newspapers and was a book review editor of the Maryland Magazine and editor of Library News. Other organizations in which Hayes was involved include the Maryland State Teachers Association; the Maryland Department of Social Services Advisory Committee; the Maryland Department of Health; the Potomac River Association; the Maryland Library Association; the Community Chest and Planning Council; the Scientists' Cliffs Association; and the Prince George's County Day Care Center for the Mentally Retarded. In her later years she was active in developing day care services for children and, in 1968, received the Community Service Award of the Health and Welfare Council of Prince George's County.
Hayes' husband, Harold Hayes, was Chief of Publications, Directorate of Education and Information, Department of Defense, until his retirement in1967. They had a daughter, Anne, who graduate from the University of Maryland and became an airline stewardess.
Isabella Mallory Hayes died in July 1984 in St. Augustine, Florida.
Scope and Contents of the Collection
The papers of Isabella Hayes cover the period from 1941 to 1971; the bulk of the materials date from 1949 to 1968. The collection consists of correspondence, reports, meeting materials, pamphlets, notes, publications, statistics, photographs, and memorabilia, all of which relate to Hayes's professional career and civic activities. Also included are materials documenting the Maryland and Rare Book Room in McKeldin Library at the University of Maryland. Major groups represented in the collection include the League of Women Voters, the Health and Welfare Council, the Maryland Library Association, National Library Week, and the Maryland Committee for the Day Care of Children.
Among the correspondents are Hervey G. Machen, Theodore R. McKeldin, Wilson H. Elkins, Dr. Irvin Kerlan, and J. Millard Tawes.

Processing note:
Paperclips were removed and replaced, files were replaced in acid-free folders, and duplicates were discarded. The collection was divided into seven series and the loose materials were organized by like material. Photographs and memorabilia were separated and transferred to the photograph and memorabilia collections. All newspaper clippings were photocopied onto acid free paper when necessary and originals discarded. Hayes' original filing system and arrangement was preserved when apparent.

This collection is divided into seven series.
Detailed Description of the Collection
Series 1: Maryland Room, 1944-1971 (6 linear feet)
Series I consists of the records of the Maryland and Rare Book Room in McKeldin Library from 1953 to 1970, as well as related University of Maryland documents. The files also document Hayes' involvement in other campus activities and committees such as the Staff Alliance, on which she served as president from 1956 through 1957 and the Advisory Committee on Labor Archives. Also included are examples of Hayes' work as editor of two campus publications, Library News and Maryland Magazine. Types of materials included are statistics, correspondence, book orders, memoranda, meeting and committee materials, publicity, and newsletters. Included in the correspondence are letters exchanged with other librarians, donors, and researchers pertaining to library holdings and acquisition of new items. There are separate correspondence files for Wilson H. Elkins, Dr. Irvin Kerlan, Theodore R. McKeldin, and J. Millard Tawes as well as some employees of the University Libraries. Memoranda document the internal operations of the Maryland Room and the Library staff. The staff included are Isabella Hayes (Head of Maryland Room), Miss Anna Mary Urban (Interlibrary Loan), H. B. Schell (Assistant Director of Libraries, Reader's Services), Albert M. Turner (Head of Acquisitions), and Howard Rovelstad (Director of Libraries). Topics include book allotments of the Maryland and Rare Book Room from 1953 to 1970; statistics of the hourly temperatures in the Maryland Room from 1962 to 1965; and Maryland Room policies, budgets, and schedules. Series 2: Professional Associations and Activities, 1953-1968 (1.50 linear feet)
This series contains materials documenting Hayes' involvement in the Maryland Library Association, National Library Week, and Citizen's Conference on Libraries. The Maryland Library Association was founded in 1923 to promote library interests and development, as well as the profession of librarianship in the state of Maryland. Hayes' position within MLA varied bewteen 1959 and 1965 from National Library Week Committee Chairman to the Association Committee, to an active member of the College and Research Division. Her files contain correspondence, directories, meeting reports, manuals, and publications from 1953 to 1965. National Library Week is a national observance sponsored by the American Library Association (ALA) and libraries across the country each April. It is a time to promote library use and support. Hayes served as Executive Director of National Library Week in 1962 and general member from 1960 to 1963. She was also involved with the Citizen's Conference on Libraries, a conference sponsored by the Maryland Library Association and the Maryland State Department of Education to inform the citizens about the state and need for library services, from 1963 to 1965 and was chairman in her final year. Her files include correspondence, reports, minutes, memorandum, publications, handbooks, press releases, and flyers.

During her tenure as president of the Prince George's County chapter of the League of Women Voters from 1957 to 1958, Hayes was a member of the board of the League of Women Voters of Maryland. The series consists of files on committees, projects, reports, and meetings of the Health and Welfare Council of the National Capital Area and of Prince George's County. Hayes was chairman of the Health and Welfare Council of Prince George's County from 1965 until 1968 and a general member of the Health and Welfare Council of the National Capital Area for many years. Committees from both chapters documented in this series include the Day Care Committee; the Executive Committee; the Rehabilitation Committee; and the Board of Directors.

This series contains newsletters, minutes, memorandum, reports, flyers, publications, and correspondence that document Hayes' participation in civic organizations. The largest part of the series documents Hayes' tenure as Prince George's County Chairman for the Maryland Committee for the Day Care of Children.
