Before the New Deal and state programs were implemented, responsibility for aid fell to private organizations. The Children's Aid Society, ran by women, helped Carroll Countians survive the Great Depresssion. The authors hypothesize that rural areas with self-help operations endured the depression better and longer that urban areas.
