Program from Wilson Homer "Bull" Elkins' presidential inauguration at the University of Maryland, January 20, 1955. President Elkins was elected as the University's president in 1954 and he served until 1978. His predecessor was H.C. Byrd. Elkins placed utmost importance on academic integrity and created the Academic Probation Plan in 1957 to expel students whose averages fell below a "C". He also oversaw the construction of McKeldin Library and the Computer Science Center.
