This is a parking ticket protest written by Byrd addressed to Williams on January 24, 1942. The letter reads: "Dear Captain Williams, Thank you for your report with regard to the parking situation. While it has not yet been developed perfectly, it seems to me that the job has been done reasonably well, and will be improved. I note the three members of the faculty who have not yet registered their cars. It seems to me that it might be wise to address a note to each of them and tell each of them that he or she has not yet registered, and ask if there is any reason why it has not been done. You might call attention to the fact that the President of the University was the first one to register. Sincerely, H.C. Byrd, President."
