The fifth issue of Capitol Crisis, an Arlington, Virginia-based fanzine that was created by Xyra Harper. Capitol Crisis focused on the underground punk culture in the Washington, D.C. area in the early 1980s. This issue centers around an interview with the Southern California-based punk band Black Flag, along with many record and concert reviews.
