AND ROBBERY -- Robbery is how St. Paul, Minn., unionists describe $1300-a-year minimum salaries paid the city teachers -- 1000 of whom have been on strike for more than five weeks. Organized in the American Federation of Teachers - AFL, these women are picketing in near-zero temperatures. Sentiment of the entire city including organized labor is behind them, with even Gov. Edward Thye protesting that the salaries were too low."
